1.00 GENERAL INFORMATION
1.01 Name The organization shall be known as the Southeast Texas Barrel Racing Association, hereinafter referred to as "STBRA".
1.02 Definition The STBRA is an organization that offers barrel racers the opportunity to compete for money as well as compile points for year-end awards in various categories.Jackpots are sponsored throughout the year from which points are counted for year-end awards.
1.03 Location The jackpots will be limited to a fifty (50) mile radius from the Tomball/Conroe area.They are to be distributed equally throughout the year.
1.04 Time Exhibition barrels will start at posted times with the jackpot to follow.
1.05 Year The STBRA year begins on January 1, and ends with the STBRA Finals prior to Thanksgiving.
2.00 GOVERNMENT
2.01 STBRA will be governed by five (5) directors.
2.02 All decisions are made by the directors, each carrying equal vote.
2.03 The directors are to effectively rule over all STBRA office and/or primary duties.
3.00 DIRECTOR QUALIFICATIONS AND WAIVERS
3.01 A director must have been a member or associate member of STBRA 1+ years.
3.02 Upon serving full term, work point & donation requirements are waived.
4.00 DIRECTOR POSITIONS
4.01 Equipment Director
A. Shall maintain and handle all STBRA jackpot equipment, including but not limited to poles, barrels, extension cords, stakes, and measuring devices.
4.02 Treasurer Director
A. As custodian of STBRA funds, selects bank to be used, with approval of other directors.
B. Receives and reports all income and expenses.
1. Financial recap will be published in every newsletter.
2. Provides a financial report for each meeting.
3. Provides copies of bank statements to at least one other director.
C. Controls all withdrawals, although a minimum of two (2) directors must be able to sign on the account.
D. Pays all operational expenses as due.All other expenditures such as awards, etc., must be approved by the directors.
E. Is accountable for all STBRA funds at all times.Audits will never be refused.

4.03 Ride Point & Earning Secretary Director
Ride Point Duties
A. Maintains a complete and updated membership roster.
B. Keeps accurate and updated ride points based on jackpot results and eligibility requirements.
C. Is aware and enforces all rules regarding declaration, categories, point system, and eligibility
requirements.
D. Provides ride point records at every jackpot as well as jackpot results with current standings to
News Editor for publication.
E. Is accountable at all times.Audits will never be refused.
Earnings Duties
A. Accurately maintains and updates all "Money Won" records including the Novice Horse Statement of Earnings.
B. Is aware of and enforces all rules regarding statement of earnings and provisions.
C. Provides "Money Won" records at every jackpot, and is accountable to membership at all times.
4.04 Work Point Secretary Director
A. Accurately maintains and updates all work point records according to the work point system.
B. Is aware of and enforces all rules regarding the work point system and eligibility requirements.
C. Provides work points at every jackpot and is accountable to the membership at all times.
4.05 News Editor Director
A. Is responsible for the STBRA newsletter.
B. Publishes and distributes the newsletter following the guidelines set forth by the general
membership.
5.00 JACKPOT SECRETARY
5.01 Will be a non-rider due to the complex nature of this position.
5.02 Is not a director's position.Any questions or disputes that arise need to be addressed with the directors.
5.03 Will be responsible for:
A. Handling all jackpot books. (Entries & payoffs)
B. Turning over all monies and results to appropriate director at the end of each jackpot.
C. Securing a replacement when needed, making sure alternate is fully aware of procedures.
5.04 Will be paid $50.00 per jackpot.An alternate working the jackpot will be paid $50.00.
6.00 GENERAL MEMBERSHIP MEETINGS
6.01 One (1) General Membership meeting will be held during the year to:
A. Elect officials.
B. Discuss any new business & rule changes.
6.02 Members must attend the membership meeting to be eligible for year-end awards.
6.03 Meeting is to be held prior to the Finals and at the discretion of the directors.
6.04 Parliamentary procedures will be used at the General Membership meeting.Every effort to have a sound system will be made.

6.05 Minutes of the General Membership meeting will be posted in the newsletter.
6.06 Topics that members would like to have appear on the agenda must be in writing and turned in to a director at least 24 hours prior to the meeting or that topic will not be discussed.
6.07 A majority vote of the membership in attendance is required on any decision.
6.08 Special meetings requested by the general membership must be called by the directors with notice to all members.
6.09 Meeting can be held at a jackpot, provided enough time is given to begin the jackpot at the posted time.
6.10 Rules voted on at a meeting CANNOT go into effect until the start of the new STBRA year.
6.11 Pee Wees (members aged 9 and under) must be represented by a parent or legal guardian at the membership meeting, but Pee Wees themselves need not be present.Parent or legal guardian may vote for the Pee Wee (1 VOTE PER CHILD).
7.00 DIRECTOR MEETINGS
7.01 Director meetings may be called as deemed necessary.
7.02 All directors are to be given adequate notice.
7.03 A majority vote of the five (5) directors is required for any action to be taken.
8.00 ELECTIONS
8.01 Offices that must be elected by the general membership are the five (5) director positions.
8.02 Nominations for each office will be made from the floor.
8.03 An election to fill any vacant director position must be held as soon as reasonably possible.
9.00 NEWSLETTER
9.01 STBRA newsletters will be published each month.
9.02 The newsletter is to be distributed by the first week of each month published.
9.03 The purpose of the newsletter is to list approved jackpots, current standings, jackpot results, financial recaps, donations, notifications, and minutes to General Membership meeting.
9.04 Non-members may subscribe to the newsletter for $10.00 per year.
9.05 Personal ads are available for five dollars per month.
9.06 Newsletters that are not claimed at jackpots will be mailed but only if member was not at the jackpot.
9.07 List all current year's fines until paid.
10.00 EQUIPMENT
10.01 All equipment is to be under the supervision of the equipment director.

10.02 The timer may be leased to a responsible party for the sum of $35.00 per day with a $100.00 deposit refundable when the timer is returned in satisfactory condition.
11.00 GENERAL MEMBERSHIP REQUIREMENTS
11.01 Each member is required to secure a $30.00 cash donation and present it to a director prior to May 31st, work at the jackpots and abide by all STBRA rules.
11.02 Membership must be purchased prior to July 31st in order for a member to be eligible to receive yearend awards.
11.03 Membership may be accepted prior to January; however, age groups are determined by age at   the first jackpot of each point year.
12.00 MEMBERSHIP DUES
12.01 Annual membership dues are $25.00 per person or $65.00 per household and are non-refundable.
12.02 Annual membership dues must be paid for before any points will count.
13.00 YOUTH MEMBERSHIP
13.01 Youth members will compete in the appropriate youth class determined by their age at the time of joining STBRA.The member will remain in that age group throughout the year.
13.02 Non-members will enter the appropriate class determined by their age upon entry at each jackpot.
13.03 Parents of youth members may purchase an Associate Membership for $15.00.They:
A. Will not have work point or donation requirements.
B. Can hold office of a director.
C. Will also have voting privileges.
14.00 PENALTIES, FINES, EXCLUSIONS
14.01 All penalties and fines listed throughout the STBRA rule book will be enforced.
14.02 No one will be allowed to earn points until all current year's fines or other monies due are paid.However, entries will be accepted to run for money.
14.03 Anyone giving the STBRA an insufficient funds check will not be allowed to enter until the amount of the  check, plus any bank charges, have been paid in full.If all charges are not paid within 30 days of the infraction, all points earned to date will be lost.
14.04 A member not meeting the donation requirement by May 31st will be fined five dollars ($5.00) and will not be allowed to earn points (but can run for money) until the donation plus the fine have been paid in full to the directors.
14.05 A $5.00 fine will be assessed to anyone (except Pee Wees) who exceed 60 seconds in the arena during any barrel class including exhibition.
14.06 A $5.00 fine will be assessed to anyone (except Pee Wees) who exceed 90 seconds in the arena during any pole bending class including exhibition.

14.07 STBRA reserves the right to exclude:
A. Anyone from STBRA functions for any reason of misconduct.
B. Any horse that is deemed uncontrollable or unmanageable from STBRA functions.
14.08 Anyone demonstrating abusive behavior in or out of the arena (excessive whipping, "schooling" their horse in the arena during a run, beating around the head, etc.), as determined by the directors, will be fined as follows:
1st Offense:$50.00
2nd Offense:$100.00
3rd Offense:Expulsion from any STBRA sanctioned events
14.09 During a competition run, a contestant may not circle a barrel more than twice or that contestant will be charged a $10.00 fine.
14.10 Once it has been determined a member cannot meet the requirements for year end awards or participation in the finals, points will no longer be awarded to the member.
15.00 JACKPOTS
15.01 Jackpots will be scheduled at the discretion of the directors.
15.02 With proper notification, the first exhibition barrel class may be started earlier than the agreed upon time to allow extra entries.The jackpot will start at the posted time.
15.03 Jackpots subject to cancellation due to inclement weather conditions, arena and/or parking conditions, cancellations by proprietor, etc., may be substituted with another location.Substitution decisions will be made available as soon as possible.
15.04 Jackpot cancellations must be ruled on within a reasonable amount of time the day of the jackpot by the directors.Cancellation information will be available from the directors, HOWEVER IT IS NOT THE RESPONSIBILITY OF THE DIRECTORS TO NOTIFY THE MEMBERS.
16.00 COMPETITION ENTRIES
16.01 Cash only will be accepted for entry fees.
16.02 Entries will not be accepted in any class after the first contestant in that class has started their run.
16.03 Entry fees will not be refunded except in the case of sickness or injury to the contestant or a family member or their horse.See Exceptions 17.01, 30.02 and 30.03.
17.00 COMPETITION RERUNS
17.01 Reruns will be allowed when the STBRA timekeeper fails to get a contestant's time due to clock malfunction.The contestant has the option to rerun either immediately or at the end of the class or have their entry fee refunded.
17.02 In case of timer malfunction during the middle of a class and another timer must be used, all contestants in that class will rerun against the same clock.
17.03 Rerun will not be allowed in the instances of contestant's equipment failure nor will there be any refunds of entry fees.

18.00 COMPETITION POSITIONS
18.01 Positions will be drawn in all classes except exhibition.
18.02 Contestants must compete in order drawn or may request to be last in a class.
19.00 COMPETITION PENALTIES
19.01 Failure to follow the pattern (Barrels/Poles) will cause disqualification.
A. The AQHA rule will be used to define the barrel pattern.
B. The AQHA rule will be used to define the pole bending pattern.
Stopping the forward motion of a horse (i.e. backing up) during the pattern will result in disqualification.
19.02 Each barrel or pole knocked over carries a five (5) second penalty.
19.03 A contestant may touch a pole or a barrel with their hands with no penalty.
20.00 NOVICE HORSE STATEMENT OF EARNINGS
20.01 A statement of earnings must be completed on each novice horse when initially entered.This statement must show all monies won by the horse in barrel racing and/or pole bending, regardless of ownership.
20.02 Records will be kept on novice horses showing the earnings (in order to determine the horse's eligibility) and points earned for year-end awards.No points will be kept on any novice horse whose statement of earnings is not on record.
20.03 The horse's name given on the statement will be the only name used to accumulate points.
20.04 A member found to have knowingly falsified any information on statement of earnings will be dropped from the STBRA with no refund of dues or any other money.A non-member will be dropped from the class with no refund.
21.00 NOVICE HORSE NOMINATION FEE
21.01 A $10.00 nomination fee is required to be paid before points will count on a novice horse.The $10.00 fee covers both barrel and pole classes.Any horse entered in a novice class that has not had the nomination fee paid will not receive points.
22.00 NOVICE HORSE DECLARATION
22.01 The member declaring a Novice Horse will be held responsible for all eligibility requirements necessary to win any awards regardless of the horse's rider(s).
22.02 Should any horse/rider team changes occur during the year, the horse must be re-declared in writing.
22.03 Once a horse has been dropped from the standings due to the ineligibility of the declared member, it may be re-declared in someone else's name, however, all existing points are forfeited.
23.00 NOVICE HORSE PROVISIONS
23.01 Horses with earnings of less than $1,000.00 (money only) in barrel racing classes are eligible to compete in the Novice Barrel classes.

23.02 Horses with earnings of less than $500.00 (money only) in pole bending classes are eligible to compete in the Novice Pole Bending classes.
23.03 Horses will compete in appropriate Novice classes according to eligibility.
23.04 Money won at other functions or in other classes will require the horse to move up in the classes
accordingly.
23.05 A contestant may enter more than one horse in a Novice class.
23.06 A horse may be entered in as many novice classes for which it is eligible; however, the points will count only from the first class entered.
23.07 A horse, declared and the nomination fee paid by a member, having competed in a Novice Barrel class prior to earning $1,000.00 will remain eligible to compete in the $1,000.00 class throughout the year even if this horse should exceed $1,000.00 in barrel racing earnings during the year.
23.08 A horse, declared and the nomination fee paid by a member, having competed in a Novice Pole Bending class prior to earning $500.00 will remain eligible to compete in the $500.00 class throughout the year even if this horse should exceed $500.00 in earnings in pole bending during the year.
23.09 A horse competing in a Novice class, later determined to be ineligible to compete in that class will forfeit any points won to the next eligible horse in line.Any money won by the ineligible horse must be paid back to the STBRA before the horse or it's rider will be allowed to enter any future classes.The collected money will be paid to the member who was out the money upon request made within thirty (30) days;  otherwise, the money will go to the STBRA.
23.10 If a horse's eligibility is questionable, the STBRA has the right to hold any money won by the horse until eligibility has been proven to the directors.
24.00 JACKPOT BARREL CLASSES
Open Open to any horse or rider.
Novice Rider Open to any horse, but the rider is restricted to earnings of less than $500.00 won in barrel racing.
Novice Horse Open to any rider, but the horse is restricted by the amount of money won in barrel racing regardless of ownership or exhibitors.The horse must not have won over the specified amount of the class entered.Novice classes are:$150.00, $500.00 and $1,000.00.
Pee Wee Restricted to riders aged 9 years and younger.
Youth Restricted to riders aged 10 - 13 years.
Junior Restricted to riders aged 14 - 18 years.
35 & Over Restricted to riders aged 35 years and older.

25.00 JACKPOT POLE BENDING CLASSES
Open Open to any horse or rider.
Youth Restricted to riders aged 13 years and younger.
Junior Restricted to riders aged 14 - 18 years.
Novice Horse Open to any rider, but the horse is restricted by the amount of money won in pole bending regardless of ownership or exhibitors.The horse must not have won over $500.00 in pole bending.
Exhibition classes will be offered in both barrel racing and pole bending and will be considered as a category for ride rule eligibility.
26.00 ENTRY FEES & ORDER OF EVENTS
26.01 A $5.00 office charge will be collected on all entries ($4 on exhibitions).
26.02 Order of events and entry fees:

27.00 PAY-OFF SCHEDULES
27.01 Open 4-D Barrels
The payout schedule used by the National Barrel Horse Association (NBHA) will be used for STBRA Open 4-D Barrels but using equal payouts for each division.Total jackpotted monies will be divided into four (4) equal groups for pay-off and the following schedule will be used for paying off each division in the Open
4-D Barrels:

28.00 POINT SYSTEM SCHEDULE
28.01 Points will be awarded in all categories adhering to the rules.
28.02 Points will be kept:
A. From all approved jackpots, including the Finals.
B. On eligible members only.Members will be dropped from the standings when no longer eligible.
C. Only on qualified runs.
D. On the rider in all classes except Novice Horse classes.Points in Novice Horse classes will be
kepton the horse, but the rider must be a member in good standing and the nomination fee
must have been paid on the horse.
E. On the Novice Horse only from STBRA Novice Horse classes.
28.03 All classes except Novice Horse classes will use the six (6) point system.Points will be awarded to eligible members in the order of finish whether money is won or not.

28.04 All Novice Horse classes will use the following systems.Points will be awarded to novice horses meeting all eligibility requirements in order of finish.
A. Points will count from the first horse/rider team run only.
B. Maximum points received with 6 or more riders in the class will be 6 points.A class with 5 riders will receive a maximum of 5 points, a class with 4 riders will receive a maximum of 4 points, and so on.

28.05 Should a class (excluding Novice Horse classes) have only one (1) rider, six (6) points will be awarded.
28.06 Points in Open 4-D Barrels will be awarded in each division or "D" using the six (6) point system.Divisions are determined by time brackets, not by order of finish.In the Open 4-D Barrels, the fastest time of a contestant in the class will determine the time brackets as follows:
1st division (1D) - Fastest time in the class and those who place in this division.
2nd division (2D) - Fastest time in the class plus one-half second and those who place in this division.
3rd division (3D) - Fastest time in the class plus one second and those who place in this division.
4th division (4D) - Fastest time in the class plus two seconds and those who place in this division.
Note:The 4th division is not limited to a one-second interval from two to three seconds off the fastest time;
however, riders must make a good faith effort to run the pattern as fast as their ability will allow.
29.00 TIES
29.01 In case of a tie in a class, the points and/or money from the places involved will be added together and split equally between the tied contestants.
29.02 In the case of a tie in the year-end standings, the winner will be determined by the most times entered (horse/rider team in novice classes) in that particular class.In the event the tie is still not broken, the winner will be determined by the most number of first places the member (horse/rider team in novice classes) has won, if the tie has still not been broken the same method shall be followed going as far down as necessary in placing until the tie is broken.
30.00 RAINOUTS/CANCELLATIONS OF A JACKPOT IN PROGRESS
30.01 Points will count only from completed classes.Points will not be counted from any class not completed entirely (if all novice pole or barrel classes have not been completed, points will not count).
30.02 If some novice classes have been completed and paid off, contestants may return their winnings to keep that sum from counting against their novice horse, and will receive a refund of their entry fees.
30.03 All classes not yet paid off will have the entry fees refunded.
31.00 POINTS PLACING AT YEAR END
31.01 In each category, the member (horse/rider team in novice) earning the most points and meeting all
eligibility requirements will receive the champion award.
31.02 Eligible members will be placed according to the most points won.
31.03 The number of places to be awarded is designated by the directors.
32.00 WORK POINT SYSTEM
32.01 Each member is required to earn a minimum of thirty (30) points and work at least ten (10) jackpots to be eligible to ride at the Finals and to receive year-end awards.
32.02 All required work points must be earned prior to the Finals.
32.03 There must be at least one adult in the arena with workers under 13 years of age.
32.04 No workers under the age of 13 will be allowed to work the gate unless accompanied by an adult.

32.05 Timekeeper and announcer must be 18 years of age or older, unless approved by a director.
32.06 Work points will be earned by each worker as follows:

32.07 Work points will be awarded to each worker per jackpot for the following duties:announcer, timekeeper, gate worker, arena worker, flagman, set up arena, set up & take down timer, set up & take down PA system, loading equipment, clean up, tractor driver, and concession (as long as the proceeds go to the STBRA).
32.08 A worksheet will be available at each jackpot for each worker to list their name in the appropriate place.  Work points will be awarded to only members whose names appear on the worksheet.
32.09 Members will be dropped from the standings from the first date it becomes apparent that the work point requirements cannot be met due to the jackpot schedule.
32.10 Anyone can work for a STBRA member and count as work points for that member providing the member is present at the jackpot and their name appears on the worksheet.
33.00 YEAR END FINALS AND AWARDS
33.01 A Finals for members only will be held in November prior to Thanksgiving.
33.02 Year end points and ride points will count through the Finals.
33.03 There will be appropriate year-end awards given for each category in which points are compiled.
33.04 The number of places awarded by the STBRA in each category will be designated by the directors.
33.05 All awards must be approved by the directors.
34.00 FINALS PARTICIPATION & DAY AWARD ELIGIBILITY REQUIREMENTS
34.01 To ride at the Finals and receive Day awards:
A. Membership dues are paid.
B. Donation requirement is met.
C. All fines are paid.
D. Work Point requirement is met.
E. Ride at 1/3 of the jackpots in any category or combination of categories.(Exhibition is a category.)
